On December 6, 2025, the launch ceremony of Smart Civil Infrastructures , an international academic journal sponsored by BUCEA, was successfully held. More than 600 experts and scholars from China and abroad attended the event, including academicians of the Chinese Academy of Engineering, academicians of foreign academies of engineering, and National Masters of Engineering Design and Geotechnique Investigation.

Professor ZHANG Xigang, Academician of the Chinese Academy of Engineering, National Master of Engineering Design and Geotechnique Investigation, Chief Scientist of China Communications Construction Company Limited, and Editor-in-Chief of Smart Civil Infrastructures , noted that world-class academic journals are a vital component of building a strong science and technology nation. With a global perspective, integration of cutting-edge research, high academic standards, and a strong practice-oriented focus, the journal aims to promote the construction industry toward a future that is safer, smarter, and greener.

Professor YI Tinghua, Vice President of BUCEA, recipient of the National Science Fund for Distinguished Young Scholars, and Co-Editor-in-Chief of Smart Civil Infrastructures gave a detailed introduction to the journal. He noted that the journal has brought together more than 120 academicians, fellows, presidents of academic societies, and leading industry experts from over 20 countries and regions, including China, the United States, the United Kingdom, Germany, Australia, and Canada, to serve on its editorial board.

Academicians of the Chinese Academy of Engineering ZHANG Xigang, WANG Jingquan, JIANG Desheng, CHEN Zhengqing, and ZENG Bin, together with Masters CUI Bing, WANG Rengui, MA Biao, and Professors YI Tinghua and LI Wenjie, jointly unveiled the inaugural issue of the journal.

In recent years, BUCEA has actively integrated information technology across teaching, research, and management, establishing a comprehensive and multi-dimensional development model that combines “AI+” and “+AI” throughout all fields and processes. Through efforts in discipline and program development, talent training systems, research capacity building, and faculty development, the university has strongly promoted the profound integration of AI and education. Smart Civil Infrastructures (ISSN 3117-5260) is overseen by Professor ZHANG Dayu, BUCEA President who serves as Chair of the Board. Vice Presidents CHEN Zhaohui and LI Junqi serve as Vice Chairs. The journal is edited by Academician ZHANG Xigang and Professor YI Tinghua. The advisory editorial board consists of 12 distinguished experts, including Academicians of the Chinese Academy of Engineering OU Jinping, ZHOU Xuhong, DU Yanliang, LI Huajun, YUE Qingrui, LIU Jiaping, and HE Chuan; foreign Academicians Billie F. Spencer Jr.; H.B. Ge of the Engineering Academy of Japan; Y. Zhuge of the Australian Academy of Technological Sciences and Engineering; Professor Michael Beer, President of the European Safety and Reliability Association; and Professor Mundia Muya, President of the University of Zambia. More than 60 national-level leading talents and over 50 tenured professors and associate professors from internationally renowned universities serve as associate editors and editorial board members.
Smart Civil Infrastructures is published and distributed worldwide by KeAi Publishing, a joint venture between Science Press and Elsevier. The journal uses Elsevier’s ScienceDirect platform for the full peer-review and manuscript management process. Positioned as a comprehensive journal on intelligent technologies in civil engineering, it is dedicated to advancing the digitalization, informatization, and intelligent transformation of civil engineering. The journal focuses on innovative applications and breakthroughs of emerging technologies such as intelligent sensing, the Internet of Things, big data, cloud computing, and AI in major infrastructure projects, including long-span bridges, high-rise buildings, large public venues, deep-buried tunnels, large-scale energy facilities, and complex lifeline engineering systems. It accepts a wide range of article types, including review articles, research papers, technical briefs, data papers, and engineering case studies.
